Employment at waste disposal sites as operator or staff (landfill sites)

If you wish to offer your services temporarily in Denmark as a operator or staff at a Danish waste disposal site, you must apply for an official recognition of your professional qualifications at the Danish Environmental Protection Agency.

How to apply?

If you want to work on a permanent basis in Denmark as a operator or staff at a Danish waste disposal site, you need to apply to the Danish Environmental Protection Agency for official recognition of your qualifications.

There is no application form. Instead, write a postal letter or e-mail stating your profession and explaining that you wish to work on a permanent basis.

You should please enclose the documents mentioned below:

Proof of your nationality, for example, a copy of your identity card or passport.

If the profession is regulated in your country:

Attestation of your professional qualifications or of the evidence of formal qualifications giving you access to the profession. For example copies of certificates, diplomas etc. certified by the issuing authorities of certificates etc. relevant to your profession. You also need to send proof of your professional experience, e.g. employment contracts, pay slips or attestations from employers identifying the professional activity and its duration (if any).

If your profession is not regulated in your country:

Proof that you have pursued the profession on a full-time basis for one year or for an equivalent overall duration on a part-time basis during the previous 10 years in another Member State which does not regulate that profession, (for example, employment contracts, pay slips or attestations from previous employers identifying the professional activity and its duration), if relevant.

Any further documentation/further information that you think may influence the assessment of your professional and educational qualifications, or other relevant information that you wish to submit.

Temporary or occasional pursuit

If you want to provide your services as a operator or staff at a Danish waste disposal site on a temporary basis or occasionally, you need to inform to the Danish Environmental Protection Agency before first moving to Denmark.

You are to inform the Danish Environmental Protection Agency in a written declaration. The Danish Environmental Protection Agency will check your professional qualifications before you can start providing services.

Please enclose the following documents with your declaration:

  • A written declaration dated and signed, indicating your occupation and your intention to provide your service in Denmark on a temporary and occasional basis.
  • Proof of your nationality, for example, a photocopy of relevant pages of your passport.
  • An attestation certifying that you are legally established in a Member State for the purpose of pursuing the activities concerned and that you are not prohibited from practising, even temporarily, at the moment of delivering the attestation;
  • Evidence of professional qualifications, such as certified photocopies of your professional qualification documents, an attestation of competence and/or professional experience, etc.

If neither the profession nor the training is regulated in your Member State of establishment:

Proof that you have persued the profession for at least one year during the last ten years preceding the provisions of services, in the country of establishment (for example employment contracts and attestations from previous employers stating the professional activity and its duration).

You are required to renew your declaration once a year if you intend to provide temporary or occasional services in Denmark during the following year.

Establishing a business

It is not possible to establish yourself as the owner of a waste disposal site in Denmark. There is a requirement that the landfill site is publicly owned.

Requirements for non EU citizens and businesses

The same requirements apply as for EU citizens and businesses.

Fee

No fee required.

When can I expect an answer?

In case of establishment:

The decision on whether or not to issue a permission to establish yourself, will be made as soon as possible after the complete application is received. In straight forward cases you can expect to get an answer from the Danish Environmental Protection Agency within 3 months.

If the decision cannot be reached within 3 months, the Danish Environmental Protection Agency will contact you and inform you, when you can expect an answer on your application.

The permission will not be regarded as having been granted if the Danish Environmental Protection Agency has not replied within the set time.

In case of temporary or occasional services:

The official recognition on whether or not your qualifications as Danish waste deposit site operator or staff will be initiated within one month as soon as possible after all necessary documents have been received.

In straight forward cases you can expect to get a decision from the Danish Environmental Protection Agency within 3 months. If the decision cannot be reached within 3 months the Danish Environmental Protection Agency will contact you and inform you, when you can expect an answer on your application.

In the absence of a reaction of the Danish Environmental Protection Agency within the above mentioned deadlines set, your services may be provided temporarily or occasionally.

Please note that you are required to renew your declaration once a year if you intend to provide temporary or occasional services in Denmark during the following year.

In case of rejection

If the Danish Environmental Protection Agency decides to reject your application for official recognition of your qualifications to operate as a operator or staff at a Danish waste disposal site, you will receive a reasoned notification.

If you disagree with the decision by the Danish Environmental Protection Agency to refuse your application, you have the right to appeal case before a court of law.
