Scrap dealers

If you wish to run a scrap dealing business in Denmark, you must be approved to do so before you can start operating. 

How to apply?

You must apply for authorisation from the municipal council in the municipality in which you would like to operate as a scrap dealer.

The application must contain a great deal of information about you and your business as well as the details of the planned scrap dealer business. You will see references to the requirements in the guidelines on this page. References to these requirements may be found in the guidelines on this page. The requirements are set out in Section 19 of Annex 1 to Statutory Order No. 1537 of 9. December 2019.

Applications should be submitted to the relevant local council through www.bygogmiljoe.dk.

Temporary or occasional pursuit

The same requirements apply for both temporary and permanent service providers.

Establishing a business

The same requirements apply for both temporary and permanent service providers.

Requirements for non EU citizens and businesses

The same requirements apply as for EU citizens and businesses.

Fee

Processing of the application (permit) will be charged with an hourly rate in accordance with Statutory Order No. 1475 of 12. December 2017. Contact the local council or the Danish Environmental Agency for further details.

When can I expect an answer?

The time needed to consider your application is set and published by each local council. Approval may not be assumed before the applicant has received an explicit decision on the matter from the local council.

In case of rejection

The applicant, NGO and neighbors (if they have an individual interest in the matter) can appeal the permit cf. Chapter 11 of the Environmental Protection Act.

According to § 56 of the Statutory Order, the Local council decision on establishment, extension or modification of a car dismantling business may not be appealed to any other administrative authority, unless in two mentioned below cases.

Council's decision that establishment of a sceap dealer business is not subject to an approval can be appealed to the Environmental and Food Appeal Board, if the question is whether business belongs to Annex 1 activity. In addition, council's decision that a modification or extension of Annex 1 activity is not subject to an approval, may be appealed to the Environmental and Food Appeal Board.
